Performance of Culture Fisheries under Alternative Property Rights Regimes in Chhattisgarh
Abstract
Chhattisgarh, an Indian State, has innumerable common ponds and tanks which are being used as common pool resources for multiple activities including fisheries. These water bodies are being administered and controlled under different institutional hierarchy or property rights regimes . In Chhattisgarh freshwater aquaculture has been managed under cooperative governance structure – an internal institutional structure model of distributed governance system. Fisheries cooperative societies (FCSs ) have been assigned usufruct rights to use these water bodies for culture fisheries subject to certain socio-economic and administrative conditions. The issues related to management of tanks and ponds by FCSs are complex due to different categories and characteristics of these common water bodies, scale, size and coverage of FCSs and multiple agencies involved in governing the water resources. Looking to the importance of ponds and tanks for fish culture in the State of Chhattisgarh this study was undertaken to discuss outcomes of an in depth analysis of five fish cooperative societies (FCSs), which have covered different categories of ponds and tanks administered under property rights regimes, and, performance of individual fisher who have leased in panchayat /private ponds or practicing fish farming in self owned ponds. Findings of a quick well focused case study of Self Help Groups are also presented. An overview of governance structure of culture fisheries in ponds and tanks in the State is also provided.
